The NIF (Número de Identificação Fiscal, also called número de contribuinte) is your Portuguese tax number. It is usually the very first document you need in Portugal. Without it you cannot sign a work contract, rent a flat, open a bank account, buy a SIM card on contract or register a business.
Getting a NIF is free. This guide explains the three ways to get one, the documents to bring, and the rule about fiscal representatives that confuses many newcomers.
Who needs a NIF?
Practically everyone who lives, works, studies, rents or buys property in Portugal. You will be asked for it when you:
- sign an employment contract or start working as self-employed
- rent a flat or sign utility contracts (electricity, water, internet)
- open a Portuguese bank account
- request your Social Security number (NISS) or apply for a residence permit
- buy a car or property
The three ways to get a NIF

1. In person at a Finanças office or Loja do Cidadão
This is the usual route if you are already in Portugal. Most offices work by appointment. You can book by calling the Finanças contact centre on 217 206 707 (working days, 9:00 to 19:00) or through the appointment page on Portal das Finanças.
At the counter you show your documents, the officer registers you, and you usually leave the same day with a paper showing your NIF.
2. Online through the e-balcão, with a representative
If you are not resident in Portugal yet, a representative in Portugal can request the NIF for you online through the e-balcão service on Portal das Finanças. They need a power of attorney (procuração) signed by you, plus copies of your documents.
3. Through a paid service
Many companies offer to get your NIF from abroad for a fee. This is legal and convenient, but the NIF itself is free, so you are only paying for the service. Choose a provider that tells you clearly whether it will also act as your fiscal representative afterwards, and for how much per year.

Do I need a fiscal representative?
This is where most confusion comes from. The short answer:
- If you live in Portugal and register your Portuguese address, you do not need a fiscal representative.
- If you are not resident and you create a tax relationship in Portugal (for example you own property here, work here, or open self-employed activity), you must, within 15 days, either appoint a fiscal representative or sign up for electronic notifications (Portal das Finanças notifications or the ViaCTT mailbox).
- For residents of the EU/EEA (and Andorrans living in Andorra), both the representative and the electronic notifications are optional.
- Non-residents from outside the EU/EEA who carry on a self-employed activity subject to VAT must have a fiscal representative, even with electronic notifications.

Step by step: getting your NIF in person
- Book an appointment at a Finanças office or a Loja do Cidadão (call 217 206 707 or use the online booking page).
- Prepare your documents: passport, residence document or proof of address, and copies.
- Go to the appointment and say you want to pedir NIF (request a NIF). The officer will ask for your address in Portugal.
- Check the printout before you leave. Your name, date of birth and address must be spelled correctly.

Tip: NIF, NISS and SNS number together at an Espaço Cidadão
Foreign citizens with an address in Portugal can ask for three numbers at the same time: the NIF, the Social Security number (NISS) and the national health service user number (SNS). According to the gov.pt portal, this joint service is available in 12 Espaços Cidadão at the moment.
You can use it if you do not have a Portuguese Citizen Card and you meet one of these conditions:
- you have asked for, or already have, a residence permit;
- you are a citizen of an EU country;
- you have asked for international protection (asylum), or you have refugee or protection status.

When you become a resident: update your address
If you got your NIF as a non-resident (with a foreign address) and later move to Portugal, you must update your address to your Portuguese one within 60 days. You can do this through the e-balcão or in person. Once your address is Portuguese, your fiscal representative is no longer needed.
Common mistakes
- Paying high fees to someone who says a NIF costs money. The NIF is free; only services are paid.
- Giving a friend’s address “just for the letters” and then losing access to your password letter.
- Keeping a foreign address after moving to Portugal.
- Paying a fiscal representative for years after becoming resident, when it is no longer required.
Frequently asked questions
How much does a NIF cost?
Nothing. The NIF is issued free of charge by the Tax Authority (AT). Only intermediary services charge fees.
How long does it take?
In person, you normally get the number the same day. Online requests through a representative usually take a few working days.
Is the NIF the same as the NISS?
No. The NIF is your tax number (Finanças). The NISS is your Social Security number. You need both to work. See how to get a NISS.
Can I get a NIF without a residence permit?
Yes. You can get a NIF as a non-resident, but you may need a fiscal representative (see the rules above).
