A nationwide strike of general-career public administration workers is planned for Friday, 2 October 2026. Schools, Segurança Social counters, town halls and other public desks may be disrupted. Here is what we know and what to do if you have plans that day.
What is happening
Three CGTP-linked unions — the Federação Nacional dos Sindicatos dos Trabalhadores em Funções Públicas e Sociais (FNSTFPS), STAL and STML — called a 24-hour strike of general careers (carreiras gerais) for 2 October. The call was reported by the news agency Lusa on 1 September (for example via DN and RUM). The unions and CGTP have kept the date on their sites.
According to those reports, the strike covers about 350,000 workers in central, local and regional public administration — operational assistants, technical assistants and senior technicians. The unions want career upgrades recognised and pay talks to start still in 2026, not in 2027. They also called a demonstration in Lisbon the same day, gathering at 11:00 at Praça da Figueira, heading toward the Ministry of Finance.
On 23 September, SAPO / Diário do Distrito reported that the Directorate-General for Public Administration (DGAEP) confirmed the strike notice, and that school directors’ association ANDAEP expects significant participation among non-teaching staff. Closures are not automatic nationwide: each school or office decides if it can stay open.
What this means for you
Union leaders told Lusa they expect many public counters and schools to close or run with fewer staff, and possible problems with waste collection. In the same Lusa brief (RUM), they named workers who deal with the public at Segurança Social, schools and universities, registry and notary services, justice services, and urban cleaning.
- If your child is in a public school, ask the school or parents’ group whether Friday will run normally. Some schools may close or shorten the day if not enough operational assistants are present.
- If you have a counter appointment at Segurança Social, a town hall (câmara), parish office (junta de freguesia), Finanças desk or a registry/notary public office on 2 October, try to move it, or confirm opening hours the day before.
- Online services (Segurança Social Direta, Portal das Finanças, and similar) usually keep working. Prefer them that day if your task can wait online.
- Health emergencies are not the focus of this strike notice. Separate health-sector disputes may exist; for non-urgent care, check with your health centre closer to the date.
- This is not the AIMA workers’ strike. AIMA staff have a separate 24-hour strike called for Tuesday, 6 October. We covered that earlier. Do not mix the two dates.
What you should do this week
- List any Friday 2 October appointments at public offices and move them if you can.
- Message your child’s school about opening hours.
- Keep emails or screenshots if a service cancels — useful if a deadline is involved.
- Allow extra time for travel in city centres if there are demonstrations (Lisbon from late morning).
A strike does not change legal deadlines on residence, tax or Social Security. If something is due that week, submit online early or book another day.
