Update (31 October 2026): The new weekly fuel tax rates are now official. Portaria 471-A/2026/1, published in the Diário da República on Friday, 30 October, applies from Monday, 2 November. It raises the ISP discount to €109.94 per 1,000 litres on diesel (from €103.47) and €64.60 per 1,000 litres on petrol (from €61.48). The “Redução do ISP+IVA” shown at mainland stations becomes €0.249 a litre for diesel and €0.222 a litre for petrol. ACP’s pump estimates above were published before this Portaria, so check the boards on Monday. Details in the tax section below.

Diesel drivers pay a little more again next week, while petrol gets slightly cheaper. From Monday, 2 November 2026, the Automóvel Club de Portugal (ACP) expects diesel to rise by about 2.5 cents a litre and petrol (simple 95) to fall by about 2.5 cents, according to ACP’s weekly forecast published on Friday, 30 October.

What is expected at the pump

ACP starts from Friday’s average prices published by the energy directorate (DGEG): €2.190 a litre for diesel and €2.033 a litre for petrol. If the forecast is confirmed, diesel would average about €2.215 a litre next week and petrol about €2.008 a litre.

ACP says the forecast is based on market prices at Thursday’s close, so it can still move if oil prices change before Friday’s close. These are averages and estimates: each brand and station sets its own prices, so your local board can be different. For a 50-litre tank, a 2.5-cent change means about €1.25 more for diesel, or €1.25 less for petrol.

The weekly tax discount

Since fuel prices jumped because of the conflict in the Middle East, the Government has cut the fuel tax (ISP) every week in which pump prices are more than 10 cents above the level of 2 to 6 March. The aim is to hand back the extra VAT the State collects when fuel gets more expensive. The discount has a legal basis until 31 December 2026 under Law 64/2026 of 19 October, but the exact amount is reset each week by a new Portaria, usually published on Friday evening.

The rates in force this week (26 October to 1 November) come from Portaria 467-A/2026/1: a discount of €103.47 per 1,000 litres on diesel and €61.48 per 1,000 litres on petrol. Filling stations on the mainland must display the total “Redução do ISP+IVA”, which this week is €0.241 a litre for diesel and €0.218 a litre for petrol, as the energy regulator ERSE explains in its weekly report. That figure is information only; it is already included in the pump price and is not an extra discount at the till.

For the week from 2 November, Portaria 471-A/2026/1 (published on 30 October) sets the ISP at €432.92 per 1,000 litres for petrol and €251.66 per 1,000 litres for diesel, after a discount of €64.60 and €109.94 per 1,000 litres respectively. The Government says it expects diesel and petrol prices to rise next week. The “Redução do ISP+IVA” that stations must display from 2 November is €0.249 a litre for diesel and €0.222 a litre for petrol. These rates apply to mainland Portugal only; Madeira and the Azores set their own fuel taxes.

What this means for immigrants and workers

Many of our readers drive for a living: TVDE (Uber and Bolt) drivers, delivery workers with cars, farm and construction workers who share vans, and shop owners who do their own supply runs. Most vans and many work cars run on diesel, and diesel has now gone up in most recent weeks, so it is worth planning when you fill up.

  • Diesel car or van: filling up over the weekend, before Monday’s expected rise, may save you a little.
  • Petrol car: if your tank can wait, fill up on Monday or later.
  • Compare stations on the official DGEG price site, precoscombustiveis.dgeg.gov.pt, where you can search by fuel, district and municipality.

Last week’s prices are in our 26 October fuel update.
