Petrol is expected to cost about 5 cents more per litre from Monday, 12 October, while diesel should get slightly cheaper, according to estimates from the motoring club ACP and the fuel retailers’ association Anarec, reported by Lusa and RTP on 9 October 2026. On the same day, Parliament voted to keep the temporary fuel tax (ISP) discount until 31 December, and the Government published next week’s fuel tax rates. If you drive for work, for example as a TVDE (Uber/Bolt-type) or delivery driver, here is what changes.
Prices from Monday: the estimates
- ACP: simple diesel down about 1 cent, to an average of €2.136 per litre; simple petrol 95 up about 5 cents, to €2.123 per litre.
- Anarec: diesel down half a cent, to €2.141; petrol 95 up 4.5 cents, to €2.118.
These are estimates based on the official average prices from the energy directorate DGEG, and the final change depends on Friday’s market close. Each petrol station sets its own price, so what you pay can be higher or lower.
The fuel tax discount continues next week
Since the Middle East crisis pushed prices up, the Government has given a temporary ISP discount whenever the price rise since the week of 2–6 March is more than 10 cents per litre. It says the discount gives back the extra VAT the State collects because of higher prices. The rates are revised every week. The new rates are in Portaria 451-A/2026/1, published in the Diário da República on 9 October and in force from 12 October, for mainland Portugal only:
- Diesel: discount of €96.47 per 1,000 litres (about 9.6 cents per litre, before VAT). The week before it was €97.20 (Portaria 448-A/2026/1).
- Petrol: discount of €78.04 per 1,000 litres (about 7.8 cents per litre, before VAT), up from €69.37.
Parliament votes to extend it to 31 December
On Friday, 9 October, Parliament approved the Government’s bill (Proposta de Lei 109/XVII) that extends Law 12-B/2026 of 15 April, the temporary change to the minimum ISP rates that makes the discount possible. According to Lusa (via Observador), it passed unanimously, with all three votes held at once, and covers the period from 30 June to 31 December 2026. DN reports that all MPs present voted in favour. Lusa also reports that proposals from Chega (to scrap the extra ISP charge and cut VAT on fuel to 13%) and from IL were rejected.
Status: approved by Parliament on 9 October, as reported by Lusa and DN. Parliament’s official page for the bill did not yet show the vote when we checked at about 18:40 Lisbon time. It is not law yet: the President still has to sign it and it must be published in the Diário da República. The 2026 IRS cut was voted in the same session (see our IRS article).
What it means for you
- Petrol car: if the estimates are right, filling up before Monday saves about 5 cents a litre, or about €2 on 40 litres.
- Diesel car: expect only a small drop.
- Compare prices near you on DGEG’s official site, precoscombustiveis.dgeg.gov.pt.
- TVDE drivers: the separate fuel support in Decree-Law 199/2026 (7 October) gives €120 per vehicle to taxi companies with IMT-licensed taxis, applied for online on IMT’s website. TVDE vehicles are not on its list of beneficiaries. See our TVDE guide.
- Madeira and the Azores: this portaria sets the rates for the mainland only.
